The issue in these grievances is whether the disputed duties constitute higher level work. After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 25 of the National Agreement. Whether or not the consolidation of Forms 1412, in these instances, constitute higher level work is a noninterpretive question suitable for regional determination based on the specific fact circumstances of each case. Accordingly, we agreed to remand these cases to Step 3 for further consideration by the parties.
