The issue in this grievance is whether the duties in question warrant higher level pay. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Whether the duties regarding the verification of Forms 1412, preparation of the bank deposit for registered mail and training of other window clerks warrant higher level pay are local disputes suitable for regional determination based upon the specific fact circumstances. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing including arbitration, if necessary.
