The issue in this grievance is whether management is properly utilizing Level 3, Mail Processors during periods when work on the automation equipment is not available. After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Articles 7 and 25 of the National Agreement. We agreed that Level 3 Mail Processors may be assigned work consistent with Article 7. Further, Article 25 permits the assignment of Mail Processors to perform higher level duties for which they are qualified. Therefore, this case is suitable for regional determination. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
