The issue in this grievance is whether management is properly compensating level 4 mail processors when they are assigned to Operation 112 at their own rate of pay. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Preparation of machineable mail is required on automated equipment, and is performed by level 4 mail processors. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
