The question in this grievance is whether management violates Article 19 and 25 of the national agreement, as it relates to job ranking and the denial of higher level pay. The union contends that the grievant performs level 6 work in the registry unit and is entitled to higher level pay. In addition, his position should be upgraded from level 5 to level 6. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. A determination as to whether or not the grievant's position should be ranked at another level or whether he is entitled to higher level pay must be based on a review of the fact circumstances. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing if necessary.
