The issue in this grievance is whether management must establish an SSPC Technician position and pay higher level, PS-6, for the servicing of a stamp vending machine, a booklet vending machine, and a dollar bill changer, which takes 20 minutes every other day. After reviewing this matter; we mutually agreed that no national interpretive issue is fairly presented in this case. We further agreed that small self-service equipment located in post offices will normally be serviced by local clerical staff. Repairs of this equipment will be limited to fault isolations and module swap. When repairs cannot be affected by local clerical staff, a self-service technician will normally be contracted to effect repairs. If an SSPC Technician is not available, maintenance will be contacted. Accordingly, we agreed to remand this case to the parties at Step 3 for application of the aforementioned and the M-74, part 210, to the specific fact circumstances, including arbitration if necessary.
