The issue in this grievance is whether employees while on 204-B details are entitled to higher level pay on days when those individuals are absent on leave. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. This is a local dispute suitable for regional determination by application of Employee and Labor Relations Manual, Part 417.563 and Article 25.5 of the National Agreement to the fact circumstances. The language in Article 25.5 parallels the above-cited portion of the ELM which provides that no higher level payment is given to an absent employee if a replacement is assigned. In that situation, the original temporary higher level assignment shall be cancelled for the leave period. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing.
