The issue in this grievance is whether a pool/relief clerk PS-5 was properly assigned to perform the duties of another window service employee (window services technician PS-6) during absences, as a part of her bid job instead of detailing the senior qualified, eligible, available employee. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We further agreed that Article 25.4 of the Agreement provides that: "for details of an anticipated duration of one week (five working days within seven calendar days) or longer to those higher level craft positions enumerated in the craft articles of the agreement as being permanently filled on the basis of promotion of the senior qualified employee, the senior, qualified, available, employee in the immediate work area in which the vacancy exists shall be selected". According, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
