The question in this grievance is whether or not management violates Article XXV of the National Agreement by placing a custodian on higher level detail and assigning them to duties of sacking empty mail bags. In the Fort Scott, Kansas office, custodians are detailed to level 4 positions for approximately 1 1/2 hours daily to keep them gainfully employed. Clerks feel that this is crossing crafts and deprives them of needed hours. In our opinion, the grievance does not fairly present an interpretive issue. It is our position that management, in this specific set circumstances may detail these employees to higher level and assign them to these duties. Accordingly, as we find no violation of the National Agreement, this grievance is denied.
