The issue in this grievance is whether or not management violated the National Agreement by prohibiting the union from posting a list of names of non-union members on the union bulletin board. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. This is a local dispute suitable for regional determination by application of Arbitrator Gamser's award in case N8-W-2014 (N8-W-0214) dated July 24, 1981 in which he stated "[M]management is directed not to interfere with the posting of notices containing the names of non-members unless or until the Postal Service can prove that this material is unsuitable for posting because it has caused or will cause an adverse impact upon the ability of postal authorities to direct the workforce and to manage its operations efficiently and productively," to the particular circumstances of this case. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
