This Step 4 Settlement Agreement addresses whether management was properly instructing employees to return Form CA-16 to the Injury Compensation Control Unit rather than to the Office of Workers' Compensation Programs. During the parties discussion, it was agreed that this case should be closed. New regulations were being promulgated to address the issue, and new Forms CA-16 were being prepared in duplicate sets. With the new form, one copy would be forwarded by the physician to OWCP and one copy would be forwarded to the postal control unit.
