The issue in this grievance is whether management is required to provide a bulletin board for union use in every work location in order to comply with Article 22 of the National Agreement. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We further agreed that this issue is suitable for regional determination with the understanding that we are obligated to post certain notices in every work location by Postal Regulations and Federal Law. Accordingly, we agreed to remand this case to the parties Step 3 for further processing, including arbitration if necessary.
