The issue in this grievance is whether management violated the National Agreement by requiring grievant to use annual leave to attend a OWCP hearing. After reviewing this matter, we mutually agreed that no national ·interpretive issue is fairly presented in this case. We agreed this case should be returned to Step 2 to determine whether or not it has been resolved. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
