The issue in this grievance is whether the grievant was properly notified of the regulations concerning Health Benefit Premiums and nonpay status. After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 28 of the National Agreement. This is a local dispute over whether the grievant was properly notified of the change in Health Benefits Regulations as described in Postal Bulletin 21393 (March 3, 1983). This is a factual dispute suitable for regional determination. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
