The issue in this grievance is whether the local use of an Accountable Mail Cart (PS-1226E) constitutes a lack of security in violation of Article 28, Section 1. After further review of the matter, we mutually agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 28 of the National Agreement. The disputed cart was developed for nationwide use within the U.S. Postal Service. This model cart is manufactured by the
Dayton Manufacturing Company in Dayton, Ohio. The determination of whether this cart provides adequate security for the employees in the local office is a fact dispute suitable for regional determination. In so doing, consideration should be given to the layout of the work area and the procedures in the local office for distribution of accountable mail. Accordingly, as we further agreed, this case is hereby remanded to Step 3 for further development and consideration, if necessary, by the parties.
