We mutually agreed that this grievance does not fairly present an interpretive question relative to application of Article 28, National Agreement. The delayed collection procedures of Article 28 are applicable only under the following circumstances:
1. Shortages in Fixed Credits.
2. Loss or Damage of the Mails.
3. Damage to USPS Property and Vehicles.
Whether or not there exists other delayed collection procedures or local agreements which are applicable to this continuation of pay dispute must be determined by examination of the fact circumstances as they exist locally. Accordingly, as further agreed, this case is hereby remanded back to Step 3 for further processing by the parties at that level.
