The issue in these grievances is whether the grievants should be held accountable for the disputed window credit shortages. After further review of this matter, we agreed that there was no national interpretive issue fairly ·presented as to the meaning and intent of Article 28 of the National Agreement. These cases are factual disputes over the application of Section 370 of the Financial Handbook F-1. We also agreed that the parties at Step 3 did not adequately address the allegations of improper security and computer malfunctions. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
