The issue in these grievances is whether the grievant was properly issued the disputed letter of demand for an "insufficient funds check." After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 28 of the National Agreement. This is a purely local factual dispute over the application of Article 28, Section 1, and Financial Handbook F-1, Section 332.6. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties. (2 Documents)
