The issue in this grievance is whether the grievant has been assigned a stamp credit and, if so, was such assignment proper. After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 28 of the National Agreement. This is no conflict between 529.31 and Appendix D-113.1 of the F-1 Handbook. Whether this employee in the specific circumstances in this case has a stamp credit is a noninterpretive question. If it is agreed or ruled by an arbitrator that this supply clerk does have a stamp credit, then pursuant to 529.31 it will be removed. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
