The issue in this grievance is whether management violated the National Agreement by not providing adequate security for postage meters. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Whether management has violated the provisions of 144.741a. and b., of the Domestic Mail Manual, in this instance, is a matter suitable for regional determination. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing including arbitration, if necessary.
