In full and final settlement of this matter, the following was agreed to by the parties:
Under current policy, as established by the August 6, 1986 Memorandum from SAPMG David B. Charters, across-the-board drug testing of present employees is prohibited. For example, a requirement that all candidates for issuance of a particular class of OF-346 submit to drug testing, constitutes across-the-board drug testing.
