The issue in this grievance is whether the grievant should be held accountable for a window credit shortage from an April 15, 1983, audit. After further review of this matter, we mutually determined that neither Article 28, Section 1, of the National Agreement nor Section 370 of the Financial Handbook (F-1) provide any exceptions for employees involved in the Window Service Training Program. All employees who are assigned postal funds and accountable paper shall we strictly accountable for the amount of the credit. We agreed that this case is a factual dispute over the application of the above-cited contractual and manual references. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
