The grievance concerns whether it is appropriate for a shortage in this local station reserve stock to be adjusted with individual overages. The union alleges that no specific relationship was shown and that the individual employees did not agree to release their overages. We mutually agreed that this grievance does not fairly present an interpretive question. Any discrepancy of $100 or more in financial responsibility of any Postal Service employee must be recorded on Form 571 and adjusted, if appropriate, following the guidelines of Part 562.22c, F-1, Financial Handbook for Post Offices. Whether or not a relationship exists and whether or not Part 562.22c has been complied with can only be determined by reviewing the fact circumstances existing at the local level.
