The issue in this grievance is whether or not failure to place the grievants in their new assignments within 14 days of the announcement listing them as the successful bidders violated the National Agreement. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Therefore, we agreed to remand this case to the parties at Step 3 for application of Item 121, (2)(F) of the GMF Wilmington, Delaware Local Memorandum of Understanding to the fact circumstances involved. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
