The issue in this grievance is whether the duty assignments on the Multi-Position Flat Sorting Machine (MPFSM) should constitute a separate section from the Single Position Flat Sorting Machine (SPFSM) under the local memorandum of understanding. After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 30 of the National Agreement. The parties at this level agree that local negotiations may not be reopened after the specified 30-day period. However, this issue is a proper subject for discussion under the provisions of Article 17, Section 5.A. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
