The question raised in this grievance involved whether the grievant was improperly denied an SF-46. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. We agreed that the question raised requires application of the provisions of Management Instruction No. 830-83-11 to the fact circumstances. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing, if necessary.
