The issue in this grievance is whether non-moving traffic offenses such as "driving with expired license tags" should preclude the issuance of a government driving permit. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We mutually agreed that the established guidelines contained in the Table of Disqualifications shown in Exhibit A of Management Instruction EL-830-83-11 are clear on this issue. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
