The issue in this grievance is whether management has violated Article 32 by establishing the Marriottsville, MD Community Post Office. The facts in this case indicate that the Marriottsville Maryland Community Post Office was established as a contract station more than ten years ago. The union contends the contractor is performing clerk craft work in violation of the National Agreement. It is the position of the Postal Service that this grievance is untimely. Moreover, the establishment of the community post office is local in nature and will not have a significant impact on the bargaining unit. Based upon the above considerations, this grievance is denied.
