The question raised in this grievance is whether the Postal Service, pursuant to Article 31 of the National Agreement, may require the APWU to reimburse the Postal Service "for any costs reasonably incurred in obtaining... information" requested by the union under that Article. We agreed to close this case based on our mutual understanding that labor-management relations in the Postal Service must be governed by private sector labor laws and the National Labor Relations Board and not the Federal Labor Relations Authority (FLRA). Accordingly, the ruling of the FLRA regarding this issue does not apply to the Postal Service.
