The issue in this grievance is whether management is in violation of contract language when demanding payment in advance for requested copies of information. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We further agreed that this issue is suitable for regional determination with the understanding that the union is responsible for prompt payment of all charges incurred in the reproduction of requested information in accordance with Section 352 of the Administrative Support Manual. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
