During our discussion, we concluded that at issue in this grievance is whether the installation of boxes at Hillcrest should be considered subcontracting, and if so, does it have a significant impact on the workforce at Spartanburg. After reviewing the information provided, it is our position that the issue raised is not interpretive, as the addition of boxes at Hillcrest was proper and in accordance with the provisions of POM 210.215. In addition, no positions at the Spartanburg Post Office were abolished, nor were any clerk hours reduced. Thus, management believes no violation tf the National Agreement has occurred, and this grievance is therefore denied.
