This grievance !involved a performance evaluation of an employee in the CFS unit. The evaluation included a reference to "goals" of the unit. The Union contends that the evaluation was retaliatory and that local management has established local work and time standards for the CFS unit. During our discussion, we agreed that as stated in instructions issued by the Headquarters Retail Operations Division on June 10, 1981, "The Postal Service does not have work or time standards for Computer Forwarding System productivity..." We also agreed that until standards are developed nationally in accord with Article 34, failure to meet any locally established Computer Forwarding System production standards cannot be used as a basis for disciplinary action. Regarding the performance evaluation, we agreed that the questions raised do not involve National interpretive issues. Accordingly, we agreed to remand the case to Step 3 for compliance with the instructions quoted above and for further processing on the performance evaluating question if necessary.
