Based on the evidence presented in this grievance, we find that local management has not established a work or time standard. Supervisors may expect employees to perform their duties so as to meet the intent of the of the principles of a "fair day's work" for a "fair day's pay." However, local management is reminded that blanket distribution goals that could be interpreted as being work or time standards should not be established. In addition, no disciplinary action should be taken against employees who do not meet the "management distribution goals". Therefore, this grievance is denied.
