The question raised in this case involves the use of individually assigned short system disks in computer .forwarding units. During our discussion, we agreed that the May 26, 1982, instructions on the subject is applicable in this case. Whether or not those instructions are being followed is not a
national interpretive question. We further agreed to remand the case to the parties at Step 3 for further processing, if necessary.
