The question raised in this grievance involved whether reference to casing speed goals on a Form 1750 violated Article 34 of the National Agreement. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. Whether or not a local standard has been established that violates the provisions of Article 34 is not a national interpretive question. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing, if necessary.
