We mutually agreed that there was no interpretive dispute between the parties at the National level as to the meaning and intent of Article XXXIV of the National Agreement as it relates to supervisors keeping records of the amount of mail worked by employees in a section. According to the file, the records do not represent standards of performance for individual employees and no employees will be disciplined for failure to meet a goal determined by these records. Accordingly, as further agreed, this case is hereby remanded back to Step 3 for further processing, based upon the fact circumstances by the parties at that level.
