The question raised in these grievances involves the use of individually assigned short system disks in Computer Forwarding Units to ensure employee performance. During our discussion, we agreed to remand this grievance based on our understanding of instructions issued by the Headquarters Retail Operations Division on June 10, 1981. According to those instructions, "The Postal Service does not have work or time standards for Computer Forwarding System productivity, and the use of individually assigned short system disks may not be used in any way to imply that we do have them." We also agreed that until standards are developed nationally in accord with Article 34, failure to meet any locally established Computer Forwarding System production standards cannot be used as a basis for disciplinary action. Accordingly, the cases are hereby remanded to step 3 for application of referenced instructions and the foregoing agreements.
