The question in this grievance is whether or not management violates Article XXXIV of the National Agreement as it concerns work and/or time standards. The Union feels that maintaining records of work performed by individual employees in each mail processing function creates an improper work standards program. According to the file, employees are required to sign in or sign out of the various units or operations and indicate the amount of work performed. The information in this grievance provides no proof for determining that management is making time or work studies which are to be used as a basis for changing current or instituting new work measurement systems or work or time standards. Production records developed for the reasons given by management in this particular grievance shall not be used as the basis for individual discipline. Accordingly, we consider this grievance as resolved.
