We mutually agreed that this grievance does not fairly present an interpretive question. Senior bidders for Senior Mark Up Clerk positions must complete the appropriate orientation program before being named as successful bidders. Whether or not the orientation was properly administered cannot be determined at this level. We further agreed that the only form necessary for bidding on a senior qualified position in the clerk craft is the 1717 or facsimile. Accordingly, as further agreed, this case is hereby remanded back to Step 3 for further processing by the parties at that level.
