The grievance concerns whether an employee bidding for a senior qualified position may be required to complete an "elements" questionnaire concerning their qualifications. It is the position of the Postal Service that the only requirement for bidding on a senior qualified position in the clerk craft is proper completion of Form 1717 or other appropriate bid form. In the instant case, an employee will not be denied a bid on a Flat Sorting Machine Operator position solely on the basis of failure to complete an "elements" questionnaire.
