The issue in these grievances is whether management properly posted Job No. 104008. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in these cases. This is a local issue suitable for regional determination by application of Article 37.3 of the National Agreement and the Local Memorandum of Understanding if applicable, to the fact circumstances. The parties at this level agreed that:
1) employees will be required to submit only that information which is called for on PS Form 1717 when indicating a desire to be considered for duty assignments which are filled on a senior qualified basis and
2) managemerit may request supplemental information when unable to adequately evaluate the senior bidder's qualifications based upon available information after close of the bids. Accordingly, we agreed to remand these cases to the parties at Step 3 for application of the above language and further processing including arbitration, if necessary.
