The issue in this grievance is whether a PS-4 Mail Processor is entitled to demonstrate the skill required for another Level 4 bid. During our discussion, we mutually agreed that the following constitutes full and final settlement of this case: In accordance with the June 17, 1985, letter from William J. Downes, Labor Relations Department, PS-4 Mail Processors are eligible to bid on any posted PS-4 Clerk position; however, to be a successful bidder, they must meet the qualifications of the position, ie., they must be currently qualified on the appropriate examination(s).
