The issue in this grievance is whether the grievant, who is machine qualified, but has not passed the O/N Examination for Machine Clerks, is entitled to be converted. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Once an employee qualifies on a machine, he/she is machine qualified, and would not be required to pass the O/N examination for purposes of stating a preference. In addition, the grievant has been converted. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
