The question in dispute is whether management violated Article XXXVII, Section 2 of the National Agreement by placing a reinstated PS-4 maintenance craft employee into the clerk craft one-day junior to the junior full-time employee under the Rehabilitation Program. It is mutually agreed that the newly reinstated full-time regular employee shall begin a new period of seniority upon reinstatement. All official records and seniority lists shall reflect necessary changes commensurate with this decision.
