The issue in this grievance is whether management was proper in denying the grievant's request to return to the clerk craft. After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Articles 12 and 37 of the National Agreement. The parties at this level agree that Article 37, Section 2.D.7.c, does not obligate management to accept a voluntary request of an employee to return to the clerk craft. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
