This letter is in response to your recent inquiry regarding mutual swaps and whether it was addressed during the transfer memorandum discussions in the 1987 negotiations. As you indicated during our recent conversation, the American Postal Workers Union takes the position that mutual swaps were not addressed during the transfer memorandum discussions in the 1987 negotiations, and the U.S. Postal Service agrees with that assessment.
