The question raised in this grievance involved the awarding of a bid in the CFS Unit to a full-time regular clerk outside the unit rather than converting a part-time flexible employee within the unit. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. There is no dispute between the parties at Step 4 relative to the eligibility of the full-time regular employee in this case to bid and be awarded the position. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing if necessary.
