The question raised in this grievance involved whether a downgraded supervisor was improperly placed as an unassigned regular Bulk Mail Technician, Level 6. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. We agreed that the question raised requires application of Handbook P-11, Chapter 521.2. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing, if necessary.
