The issue in this grievance is whether local management's abolishment of the Scheme Examiner SP2-4, PS-6 position due to the creation of the Training Technician, PEDC, SP2-621, PS-6 is in violation of the National Agreement. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. However, our review of the issues involved indicates that the disputes can be resolved by appropriate application of the April 9, 1974, Memorandum from James C. Gildea, Assistant Postmaster General/Labor Relations Department, subject: Craft Determination Under the Provisions of Article 1, Section 5, of the National Agreement from the Position of Training
Technician, PEDC.
Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
