The issue in these grievances is whether the selection of on-the-job trainers (OJT) for CFS Operations in the local office was conducted properly. After further review of the matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 37 of the National Agreement. The parties at this level agree that the selection of OJT instructors is a purely local function and, as such, it is suitable for regional determination. Personnel Handbook P-23 should be reviewed when discussing this case again at Step 3. Accordingly, we agreed to remand these cases to Step 3 for further consideration by the parties.
